The Brazilian Federal Government released this Tuesday (January 17) an ordinance appointing Júlio César Castelo Branco Reis Moreira to temporarily perform the duties of President of the Brazilian Patent and Trademark Office (BRPTO). The document, signed by Geraldo Alckmin – Minister of Development, Industry, Commerce and Services, and Vice-President of the Federative Republic of Brazil – is still to be published in the Federal Register.
Júlio César Moreira has worked as a public servant at the BRPTO since 1998 and has held the position of Director of Administration at the agency since June 2018. Before this, he spent seven years as the Patent Director (from 2011 to 2018). He also served as Technical Assistant to the Patent Directory (from 2008 to 2011) and was Deputy Head of the Chemistry Division I (from 2003 to 2007). He is a researcher in Industrial Property, having served as a Patent Examiner from 1998 to 2007.
Júlio César Moreira holds a PhD in Chemical and Biochemical Process Technology from the Federal University of Rio de Janeiro (2006). He also holds a Master’s degree in Petroleum Sciences and Engineering from the State University of Campinas (1993), as well as a specialization in Public Management from the Getúlio Vargas Foundation and in Petroleum Engineering. He graduated in Chemical Engineering from the Federal University of Bahia (1990).
From 1993 to 1998, he worked as a researcher in the field of petroleum in organic deposits, phase equilibrium and thermodynamic modeling, first as an autonomous researcher at the Development Foundation of UNICAMP and later at the Petrobrás Research Center in Rio de Janeiro.
The BRPTO has been without a President since the start of the administration of the current President of the Republic, Luiz Inácio Lula da Silva, on January 01, 2023. Claudio Furtado, who held the position before, was discharged by the new administration along with part of the BRPTO’s board.
